The EAEU launches the creation of an ecosystem of digital transport corridors

The Eurasian Economic Commission (EEC) has completed the development of a concept for creating an ecosystem of digital transport corridors (ECTC) of the Eurasian Economic Union (EAEU), the press service of the EEC reports.

“The essence of the concept is to create an open ecosystem of transport and logistics information services based on advanced digital technologies and platform solutions, including existing ones, which ensure effective interaction between carriers and cargo owners in all five EAEU member states, and also from third countries ", - the message says.

The developers of the ECTK project were ANO “Analytical Center for the Government of the Russian Federation”, NIRUP “Institute of Applied Software Systems” (Belarus) and JSC “Transtelecom” (Kazakhstan).

“The creation of an ecosystem of digital transport corridors of the EAEU is aimed at solving problems in the field of efficient use of the accumulated transport and logistics potential of the Union, including transit. The creation of the Eurasian digital transport ecosystem is the first stage of integration into global digital transport corridors ", said Karine Minasyan, member of the board (minister) for internal markets, informatization, information and communication technologies of the EEC.

As noted in the EEC press service, the developers were tasked with identifying mechanisms to reduce travel time during transportation, reduce transport downtime and administrative costs. Including by changing approaches to management models based on the introduction of digital technologies. But so as not to replace business with government agencies.

Currently, there are isolated isolated segments of transportation information systems on the market of the EAEU countries, the ECTK is designed to unite them together, making the transportation process as transparent, efficient and understandable as possible for users of all levels: from cargo owners and carriers to control and supervisory authorities. The project is based on the principle of national data sovereignty.

“In general, ECTC will optimize the processes of transportation and declaration of goods, minimize barriers and increase competitiveness for bona fide participants in the transportation process, including by determining the most optimal routes and conditions of transportation, using legally significant electronic documents, optimizing functions state regulatory bodies, preliminary booking of a queue at an international automobile checkpoint and the formation of a unified information environment, including at the supranational level. As a result, the administrative and time costs of carriers should be significantly reduced, the speed of cargo turnover should increase ", - the message says.

As noted in the EEC, today road transport provides in the countries of the Eurasian "five" about 82% of the total volume of cargo transportation by transport (excluding pipeline). It is expected that due to the implementation of the ECTK project on international transport, starting from 2022, the annual mileage per vehicle will increase by an average of 20% due to a decrease in non-production downtime. Accordingly, the growth of annual revenue per car can amount to an average of 12 thousand euros.

The project involves a number of multiplier effects affecting the economic growth of the EAEU member states as a whole. This is a qualitative development, and the introduction of IT technologies in transport in the Union countries, and the transition to fundamentally new conditions of interaction for all participants in the transportation process. According to preliminary expert estimates, the total cost of the formation of the ECTC until 2025 is estimated at about 10 billion rubles (including on the basis of public-private partnership). At the same time, the effect by 2025 could amount to 154 billion rubles.

The project is supposed to be implemented in three stages until 2025, including the preparation of the regulatory framework, implementation of pilot projects, technical design of national and supranational segments, development of standards and modernization of existing information systems.
